PennDOT does not change its proof of registration. Today, PennDOT can email proof of registration to engine carriers upon request. However, Section 1311(a) of the Pennsylvania Vehicle Code requires that the approval document be signed by registrants who have been adherents to Pennsylvania. This means that, although PennDOT can send the granted proof of registration by e-mail, the operator of the road transport company must print and sign the notification information. If they wish, they can download the assigned registration authorizations signed to their electronic device following the plan amendment or keep paper declaration information. The International Registration Plan (RCR) has been amended to allow drivers to keep assigned registration cards in an electronic format, so that affected registered road carriers are no longer required to keep paper documents. The registrant transferred to Pennsylvania does not have to do otherwise because of this change, but may choose to electronically upload their signed filing information. This amendment will come into force on January 1, 2019 and will require law enforcement agencies in all U.S. and Canadian IORP member jurisdictions to accept electronic images of assigned registration cards (also known as taxi cards). When arrested by law enforcement authorities, assigned registrants may present their registration information in the form of an electronic image on an electronic device or in the form of a paper copy. Whatever the format, the document must be valid, accurate, accessible and readable by law enforcement. The registration cycle of registered vehicles will take place from 1 June to 31 May.

Pennsylvania does not currently have a phased registration for divided registered vehicles. As a result, some questions may arise as to when bus license plates should be converted into assigned license plates.
