In short, while an INCSEA agreement can theoretically reduce the possibility of miscalculations in the event of unalnounced maritime encounters between U.S. and Chinese naval and air forces, there are many reasons why the U.S. should not pursue such an agreement. First, unlike the Soviet Navy, the PLA Navy is not a “blue water” navy with global reach and responsibility. Making the PLA Navy such a stature would not be in the best interest of the United States. Second, the United States and the Soviet Union shared a common interest in freedom of navigation and access to the world`s oceans. The interpretations of the law of the sea by the United States and China are diametrically opposed and cannot be reconciled. Third, incsea is an agreement from the navy to the navy. .
